This is a good example of a guerilla campaign. Ken Starck Painting Company wanted to promote their professional services. They put up 200 notes at specific chosen locations in Stockholm. The purpose was to convince people to paint or repaint at their homes.
This campaign is absolutely not expensive, and could have a good impact.
